Import Regulations in Malaysia for Japan Used Cars

The RoRo method is commonly used for shipment but the Container method can be arranged at the request of the customer.

Right-hand drive used Japanese vehicles are permitted for import.

Japan used cars can only on be imported in Malaysia if,

  • A valid work permit is produced by the importer
  • The vehicle is intended only for personal usage by the importer.
  • The vehicle should be exported out of Malaysia after the duration of employment of the importer in the country ends.

An Approval Permit is required to import a car in Malaysia from the Ministry of International Trade and Industry (MITI). The Approval Permit can only be granted if the vehicle has been registered in name of the importer for no less than 3 years.

DOCUMENTS REQUIRED TO OBTAIN APPROVAL PERMIT FROM THE MITI
  • Passport (original and copy)
  • Certificate of ownership or document of registration (original and copy)
  • JK 69-AP application form
  • Insurance (or any document proving the ownership of the applicant)
  • Purchase invoice (original and copy)

The validity of the Approval Permit is of 3 months. The vehicle must be imported within that period, else the whole process has to be done again.

DOCUMENTS REQUIRED FOR THE IMPORT OF USED VEHICLES
  • Letter of application (to be obtained from the MITI)
  • JK69 Form (to be purchased from the MITI and duly completed)
  • Proof of ownership of the vehicle (purchase receipt or transfer of ownership)
  • Insurance documents of the car (original)
  • Passport (copy)
  • International driving license or Malaysian driving license
  • Work Permit or Letter of Contract
  • Document of registration (original and copy)
DOCUMENTS REQUIRED FOR REGISTRATION OF VEHICLES

The imported vehicle must be registered with the Malaysian Road Transport Department. The documents required for registering Japan used car in Malaysia are:

    • PUSPAKOM report of the inspection
    • Documents of identification
    • Approval Permit
    • Customs Form K1
TAXATION
IMPORT DUTY ON PASSENGER CARS HAVING PETROL ENGINE
  • 140% of the CIF value will be charged for cars having up to 1799cc engine.
  • 170% of the CIF value will be charged for cars having up to the 1800cc-1999cc engine.
  • 200% of the CIF value will be charged for cars having up to the 2000cc-2499cc engine.
  • 250% of the CIF value will be charged for cars having up to the 2500cc-2999cc engine.
  • 300% of the CIF value will be charged for cars having above 3000cc engine.
IMPORT DUTY PASSENGER CARS HAVING DIESEL ENGINE
  • 120% of the CIF value of the car will be charged for all cars having diesel engines.

SALES TAX:10% of the sum of CIF value of the car and the import duty will be charged as sales tax.

IMPORT DUTY ON 4X4 VEHICLES AND OTHERS
  • 60% of the CIF value will be charged for vehicles having up to 1799cc engine.
  • 80% of the CIF value will be charged for vehicles having up to the 1800cc-1999cc engine.
  • 150% of the CIF value will be charged for vehicles having up to the 2000cc-2499cc engine.
  • 180% of the CIF value will be charged for vehicles having up to the 2500cc-2999cc engine.
  • 200% of the CIF value will be charged for vehicles having above 3000cc engine.

SALES TAX: 10% of the sum of CIF value of the vehicle and the import duty will be charged as sales tax.
